The Web stretches between countries and engages literally billions of people. But it is not a perfect archive: information gets lost, items are daily replaced or removed, content is duplicated all over the shop. There is no guarantee that the article you visited last week will still be there today. The Web does short-term memory, period. But the Web is not the only way of doing hypertext.
